Vista council reassigns SANDAG seats, naming Contreras primary and approving change 4–1

Deputy Mayor O'Donnell moved to reassign the seats so that Contreras would be primary, Melendez first alternate and Fox second alternate, and asked staff to return with a resolution to put the change on the consent calendar.
Council member Melendez seconded the motion and expressed support, recalling her experience on SANDAG and noting recent staff changes at the agency. After public comment in support and additional council remarks about advocacy for North County projects, the presiding officer announced the motion passed 4 in favor and 1 opposed.
Deputy Mayor O'Donnell indicated the appointments will be memorialized by resolution at a future meeting to maintain a clean record. Councilors also noted SANDAG committee assignments will be reassigned by SANDAG staff after the board reflects the new membership.
