Modesto awards $601,107 contract for security lighting at three parks

The Modesto City Council on Jan. 27 voted unanimously to award a Measure A-funded construction contract to Bachman and Woody Electric Company for the 2025 park security lighting project covering Muncie Park, Riverside Park and Sutter Park.
Toby Wells, director of engineering services and city engineer, told the council the project was publicly bid and recommended awarding the contract to the lowest responsive and responsible bidder. The base bid was $536,703; the council authorized an additional contingency of $64,404 for a not-to-exceed total of $601,107 and authorized the city manager’s designee to execute the agreement.
Council members asked about the number of fixtures, sensor types and runtime. Wells said the lights are hardwired and include dusk-to-dawn sensors and programmable controls, but they are not motion-activated. He explained that the project cost includes infrastructure work — conduits, wiring and labor — not just the fixtures themselves. The staff report and bid breakdown are in the council packet.
Council Member Scootier Brayton asked whether lights would remain on through the night; staff replied schedules can be programmed per location. Council Member Wright asked for a specific fixture count and the engineer offered to provide the exact number after the meeting. The council approved the contract by roll call.
Work is funded by Measure A and staff said the procurement followed public-bid procedures; no protest to the award was recorded during the meeting.
