Board adopts updated hazard mitigation plan, approves Big Valley GSA MOU change and revises meeting rules

Planning staff reported FEMA and the California Office of Emergency Services had approved the updated plan after edits requested at a prior meeting. Staff highlighted changes including removal of a reference to a 2021 Big Valley Groundwater Sustainability Plan overdraft sentence, addition of Big Valley weed‑abatement language, and insertion of wolves and other livestock predators in a hazards section. Staff said maintaining an approved plan is necessary for eligibility for certain Federal Emergency Management Agency mitigation and post‑disaster funds.
The board voted by voice to adopt the plan.
The board also approved an amendment to the memorandum of understanding between the Big Valley Groundwater Sustainability Agencies for Lassen and Modoc counties to allow alternates to serve for absent advisory‑committee public members. Planning staff said the change was prompted by quorum problems at the advisory committee and had already been approved by Modoc County; the board recessed as the Groundwater Sustainability Agency, adopted the amendment, and reconvened the board meeting.
Finally, supervisors approved a limited revision to their rules of procedure to permit electronic‑mail as an option for submitting requests for special meetings, and clarified that board member direction to county personnel should proceed through department heads or the CAO consistent with existing checks and balances. That rules update was adopted by roll call.
Staff said revised materials and the hazard plan sections would be provided to interested parties for recordkeeping and future implementation.
