Independent audits find Measures T and N in compliance for FY2024-25; council receives reports

The Visalia City Council received independent accountants'reports on Measures T and N covering the fiscal year that ended June 30, 2025. Both reports were applied'agreed'upon procedures engagements performed by M. Green & Company and found no reportable exceptions.
Staff explained Measure T (a voter-approved sales-tax override split 60/40 for police and fire after reauthorization) requires an economic uncertainty fund equal to 30% of operating expenses and periodic effectiveness reviews. The independent report confirmed Measure T funds were used in accordance with the ballot measure and that the economic uncertainty fund met the required 30% level; staff noted operational vacancies during the year but that positions were filled by fiscal year'end.
For Measure N (a half-cent sales tax adopted in 2016 for essential city services, parks and maintenance), staff described the plan'driven expenditures and the separate fund structures for youth programs and maintenance; M. Green & Company reported no findings for FY2024-25. Staff also noted Measure N had capital projects rolled forward and an ending fund balance of about $42.2 million, and reminded the council the Station 51 project would need additional appropriations (estimated $18'$20 million).
Council members moved to accept both independent accountants reports; each was received and accepted without objection.
