The commission approved a quote from All About Asphalt for $44,700 to mill and resurface about 12,900 square feet at 307 Central Avenue (the women’s work‑release and jail facility). Commissioners also reviewed three concrete/sidewalk repair bids for work that must precede paving: Fortified Buildings ($17,672.73), Williams Creek Excavating ($5,650) and Friendly Contracting ($5,600). The board conditionally approved Friendly Contracting’s bid on the condition the contractor can complete the concrete work in a timeframe that will not delay paving; commissioners reserved the right to award to Williams Creek if timing requirements are not met.
Separately, bids for desedimentation and dam work at Manlove Park were presented. Minutes before the meeting staff received an email confirming that the state Department of Natural Resources (DNR) will require permitting for the dam work, meaning the schedule is uncertain. Commissioners voted to table the Manlove Park bids until the next meeting to allow for permitting information and to seek additional bids.
The board also approved an additional‑services request from DLZ related to the delayed women’s facility project and agreed to sign the DLZ letter with the understanding amounts will be handled through retainage and contract provisions with Thor Construction.
Next steps: staff will schedule paving work with the asphalt contractor once concrete repairs are confirmed; county attorney will review and finalize any conditional award language; Manlove Park work remains tabled pending DNR permitting and additional bids.
