Residents report foreclosure, bankruptcy and financial hardship are delaying property cleanup in Jennings County
Summary
Multiple speakers told county staff they cannot clean or repair properties because of an active foreclosure/bankruptcy and personal financial or health hardships; one speaker said a bankruptcy filed by 'mister Copley' prevents removal of items until the case advances.

During the public comment period, Speaker 7 reported that efforts to clean and repair a property are blocked by ongoing legal actions: the speaker said they pursued a foreclosure and filed to vacate the premises, but that the property owner 'mister Copley' filed bankruptcy, preventing entry and removal of property.
“We went through the process with, Jim Funk, and then mister Copley filed bankruptcy,” Speaker 7 said, adding that bankruptcy has halted cleanup and access to the site. Speaker 7 said they sell on contract, have retained 'mister Cage' to help navigate the bankruptcy, and will proceed with cleanup once they receive clearance.
Other residents described personal hardships slowing repairs and trash removal. Speaker 3 said they are on a fixed income (reported as less than $1,400 a month) and cannot afford monthly trash fees; they said trash on the porch would be hauled off before the weekend and that they planned additional work in January. Speaker 8 described serious health setbacks (multiple hospitalizations and cardiac problems) that left them a year behind on maintenance but said a contractor with a license is scheduled within weeks to make roof repairs and replace wood; Speaker 8 said they had ordered synthetic underlayment and planned to order matching shingles.
Staff advised callers to contact the office, said cleanup typically must be completed within 30 days when actionable, and noted they would follow up and check progress. No formal enforcement outcomes, court dates, or deadlines tied to the bankruptcy were recorded in the public comments.
