Committee refines assembly goals; adds actions on housing infill, camping and financial transparency

The Committee of the Whole advanced the assembly’s draft goals to the full assembly with several amendments and new implementing actions.
Members agreed to add an action to pursue zoning amendments that support incremental infill development. The committee also approved language to evaluate support of existing community land trusts as a housing strategy. A wording change was adopted across the goals to replace the verb "assure" with "ensure."
On budget transparency, the assembly debated an action to "investigate and implement methods to improve public access to CBJ financial information." After discussion about staff capacity and cost, the committee voted 5–4 to add the action. Assembly members who opposed the motion cited staff workload and uncertain costs; supporters said modern online tools (an “online checkbook”) are increasingly expected for civic transparency.
The committee also added an implementing action to reassess policy on dispersed camping while continuing to identify and support sanctioned camping or shelter locations with adequate facilities. The amended goals were moved to the full assembly for adoption at a future meeting.
