City Manager Kester summarized the plan as the culmination of a multiyear public process and reminded members that area plans and the comprehensive plan are aspirational and nonbinding under Title 49, saying the comprehensive plan “is adopted by the assembly by ordinance and contain[s] policies that guide and direct the public and private land use activities” but that ordinances take precedence where conflicts arise.
Kester flagged one controversial change: the planning commission removed a steering‑committee recommendation to designate a 17‑acre parcel on Douglas (behind 5th/6th Streets) as park land and left it available for potential development in the land‑management plan. Planning and engineering staff answered questions about slope, runoff and permitting; Kester said engineering permits would address downstream drainage and that detailed design and permitting would be required for any subdivision or earthmoving work.
Mayor Weldon objected to forwarding the plan as an ordinance, calling many items too detailed given current budget constraints and suggesting a resolution may be more appropriate. The committee nonetheless voted to move the plan to the full assembly for public hearing.
