The Rapid City Legal & Finance Committee on Jan. 28, 2026, authorized the mayor and finance director to enter a purchase agreement with CB Rapid City Holding LLC for a 1.35-acre unimproved parcel near East Knollwood Drive to add to Knollwood Drainage Park.
Parks staff presented the parcel as 1.35 acres owned by Maplewood Town Homes that the city wants to add to the existing Knollwood Drainage Park footprint. The parks presenter said the parcel would help enlarge the park and make it more usable; a landscape architect and project manager were available for additional questions. Council member Bill Evans asked about financing and whether the parcel included a nearby microwave tower; staff said the financing for the park development came from the vision fund and that the tower sits on a different parcel and is not part of this purchase.
Council member Layman moved to approve the purchase agreement; Evans seconded the motion. The chair called the vote and the motion carried, authorizing the purchase.
The purchase adds contiguous acreage to a planned park and is intended to support development of stormwater/drainage open space as part of the Knollwood Drainage Park project. Staff indicated additional project planning and design will follow.
