The City Council on Jan. 26 approved a Guaranteed Maximum Price (GMP) of $25,999,000 for a new City Maintenance Complex and awarded the contract to AD Morgan Corporation.
Public Works Director Shane LeBlanc presented the GMP and described the project as an occupied-campus construction requiring phased work to keep fuel and fleet services operational. "The guaranteed maximum price is $25,999,000," LeBlanc said, adding that value‑engineering and negotiations lowered an earlier estimate near $27.9 million. LeBlanc said the project will take about 18 months and involve careful phasing and staging; AD Morgan representatives described a two‑phase plan that preserves utility and fleet operations while new buildings are completed.
AD Morgan’s representative Matt DiMaggio confirmed the schedule: phase one completes around March 2027 and the project would conclude in September 2027. The council moved and seconded the award and approved the GMP by unanimous voice vote.
Next steps: the project will proceed with the agreed phasing plan; staff will coordinate staging areas (including adjacent airport property), temporary employee parking, and logistics to maintain daily operations during construction.
