Zephyrhills CRA approves $10,000 homeowner incentive and moves Zephyr Park into construction

The Community Redevelopment Agency of the City of Zephyrhills approved a $10,000 residential ownership incentive grant for Diane McDaniel and outlined next steps for downtown public-works projects during its Jan. 26 meeting.
CRA staff member Ms. Hamilton told commissioners that McDaniel’s application for a grant tied to the property at 5449 10th Street meets all requirements and that staff had reviewed title and closing documents; commissioners passed the award by voice vote. “She meets all of the criteria and staff recommends approval,” Hamilton said. A public commenter, Kim Barker, a local real-estate broker, said the incentive made the difference in her client’s bid: “She was able to increase her offer price over and above the listing, and she beat the other bidders,” Barker said.
Hamilton also reported the Zephyr Park kickoff has begun following meetings with contractor Reese Young and consultant Kimley‑Horn. Fences will be installed soon, new playground equipment is arriving, and staff expect to replace irrigation and landscaping on 5th Avenue from SR‑301 to 12th Street. Work on 8th Street — adjacent to Oakside Cemetery — will begin at the end of the month with Wharton Smith as contractor; Hamilton emphasized crews will remain in the right-of-way and “we are not going into the cemetery.”
Staff said it will coordinate press releases, business outreach and construction phasing to minimize disruptions. “We’ll work with Kevin and make sure that we get press releases out,” Hamilton said, and the contractor will work with affected businesses to maintain access.
The CRA also presented winners of a city photo contest and said contest images will be displayed and promoted online to encourage public voting and community engagement.
Next steps: staff will circulate rendering and scope documents for public review, begin outreach to nearby businesses about staging and closures, and return to the CRA with construction documents for Clark Plaza.
