The Aransas County Commissioners voted unanimously to approve resolution R-01-2026 authorizing staff to submit an application to the Office of the Governor for the juvenile justice and youth diversion grant and designating the county judge as the authorized officer for the application.
Judge McGinnis presented court data he said showed a rise in juvenile misconduct filings in school years beginning in 2019–2020 with declines after the county implemented diversion services, including a licensed counselor. He reported Rockport-Fulton ISD filing figures and said the county has seen a 65% decrease in school filings since implementing diversion, and a 42% decline in middle-school filings in the most recent year cited. McGinnis described the diversion program as providing mental-health services, truancy prevention and community-based interventions.
Commissioners asked McGinnis to share the supporting data via email. The court approved the resolution without further amendment.
