Upson County OKs two beer-and-wine package licenses; Mill Store approval conditioned on 60-day opening

The Upson County Board of Commissioners on Jan. 27 voted unanimously to grant malt beverage and beer-and-wine package licenses to two convenience stores, approving Mill Store with a 60-day condition and approving Kelly Corner without additional conditions.
Staff member Jessica told the board that inspections and surveys for both applicants were complete and recommended approval. "The inspection has been done. The survey has been done. . . . I recommend approval," Jessica said during the Mill Store hearing.
Kareem Dodi, listed on the application for Mill Store, asked the board to delay a full opening until pumps, canopy and parking work were finished and until a nearby Hannah's Mill Bridge reopens. He said opening too early could produce inventory losses. In response, the board amended the motion to approve the license on condition that the store be open within 60 days of the filing; the amendment was seconded and adopted before the final vote.
For Kelly Corner, staff reported the building inspector and EMC had approved the application after a re-inspection and recommended approval. Commissioners moved and seconded the license approval and voted unanimously to grant the malt beverage/beer-and-wine package license.
Procedural notes: both hearings were opened and closed publicly and applicants were given opportunity to speak. The Mill Store approval was moved and seconded (motion recorded by the chair as coming from Commissioner Jones with a second from Commissioner Ellington) and the amended time condition was added and seconded; a roll-call vote recorded all five commissioners voting yes. Kelly Corner’s approval was moved by Commissioner Biggs, seconded by Commissioner Watson, and adopted unanimously.
What’s next: Licensed applicants must complete any remaining planning or permitting steps required by the county before sales begin. Staff told the board inspections and EMC sign-offs are on file for both applications.
