County staff and the county attorney presented a cleaned‑up draft intended to revert the policy to a form approved in March 2024. Commissioners raised questions about prior payment errors that had produced large adjustments in payroll; during public comment and discussion, one speaker cited previous overpayments and banked time adjustments totaling large sums and urged a policy that compensated employees more immediately for holiday work.
Staff clarified that comp time is governed by statute and that emergency‑services personnel can carry up to 480 hours of comp time before payout is required. The county manager told commissioners there is no plan to raise taxes to cover past overpayments and that lapsed salaries in the affected departments would be used to cover the cost.
Commissioners directed staff to draft more than one proposed policy — the version in the packet, a payout‑at‑time‑of‑work option and a fiscal analysis showing budget impacts — and to consult individually with each commissioner about concerns. The motion to table passed unanimously.
