Board adopts county strategic plan, approves roadway‑safety contract amendment and defers resurfacing award

Calaveras County supervisors adopted the county’s 2026–2029 strategic plan and approved several public‑works items during their Jan. 27 meeting.
Supervisors praised staff and departments for two days of revenue and priority workshops that shaped the strategic plan; the board approved the plan on a 5–0 vote. ‘‘Departments had really done a fantastic job of outlining what their priorities would be over the next five years,’’ a supervisor said during discussion.
On public works, Director Michael Morgan explained that the Roadway Safety Signage Audit (RSSA) project had been paused after public feedback about sign quantity and location. Staff brought Amendment A02 to agreement 12002‑302 with Consort Amer North America Inc. to provide resident engineering and construction management oversight during installation; staff said revised, more conservative plans reduced the number of signs and that the amendment would allow for contract oversight during mobilization. The staff summary described the amendment as increasing the maximum payable under the agreement to a total not to exceed $632,720.25.
Board members and residents asked for improved public notice and clearer plans before installation; the project manager (Jen Herndon) said the county will reengage the contractor upon approval and use a resident engineer and inspector team. The board approved the amendment by voice vote.
Supervisors pulled Item 11 — the 2025–26 District 5 road resurfacing and paving project (Baldwin Road, Hardwick’s Inn and other segments) — to allow further coordination with the Calaveras County Water District and to refine scope and add‑alternate options if bids exceed budget. Staff said SP‑1 funds are committed to the effort but cautioned that asphalt prices and bids could require scope adjustments or additional funding. The board agreed to continue Item 11 to its Feb. 10 meeting to finalize bid packaging and interagency timing.
The approved consent items and the contract amendment will be reflected in the county’s procurement and capital budgets; staff will return with bid packages, contingency planning and any requested funding adjustments.
