Paramount residents urge enforcement of parking rules at La Paz facility

"Employee like to park close and convenient to the facility, and... they moved the trash and take the space to park," said a resident who identified herself as Bridal Yoojas, describing frequent engine idling, overnight food deliveries and more patients than the neighborhood expects. Others, including Emily Blessing and Maria Mota, said the problem has persisted for years despite an agreement with the city.
City staff confirmed an existing contract dating to 1989 and said Public Safety last contacted La Paz in 2022. Mayor Lemons and staff said they will "be revisiting our agreement and... seeing what we need to do, you know, to tweak the agreement or enforce the agreement more thoroughly." Councilors discussed options including resident permit parking, clearer enforcement triggers and labeling the site a public nuisance if warranted.
Staff also committed to giving residents a single point of contact to report violations so follow-up is not repeatedly delayed. The council did not take formal enforcement action at the meeting; staff said they will review the contract language and report back.
What happens next: staff indicated they will contact La Paz management, review the 1989 agreement for enforceable terms (employee parking, truck access, allowable patient presence) and provide residents with a direct staff contact for follow-up.
