The council opened the meeting by administering the Pledge of Allegiance and formally welcoming Michael Carroll as the new city councilmember for District 4. Colleagues congratulated Carroll, and he thanked residents and staff for their support.
The council presented a certificate of recognition to Rick Greenwood for his service on the Measure Z citizens committee. Greenwood described his experience serving the city and thanked council members for the recognition.
Economic development staff presented the 'Business in Action' spotlight for November to Embroidery and More and owner Caroline Zigglehorn. Staff described the business’s work with local schools, sports teams and nonprofit fundraising, including donating Letterman jackets to Lake Elsinore high schools through the Pay It Forward program. A promotional video could not be displayed due to technical issues, but the council presented the recognition. Owner Caroline Zigglehorn thanked employees, family and the community.
Other community notes: The mayor and council announced winter events — a downtown tree lighting on Dec. 4, Winterfest parade on Dec. 6 and a Santa Dash on Dec. 20 — and recognized local volunteer events and veterans’ activities. Council members also previewed an upcoming e‑bike ordinance and highlighted regional transportation funding and community events.
