Several residents and business representatives urged the City Council to support the Cassave Travel Center project (a proposed gas station, convenience store and car wash) during public comment ahead of a scheduled hearing.
Nicole Daley, speaking as a 36‑year Lake Elsinore resident and consultant for the Cassave family, said the city’s car‑wash market analysis did not find the market oversaturated. Quoting the staff report, she said the executive summary concluded Lake Elsinore is undersupplied by two car washes today, demands three by 2030 and four by 2035, and that the Cassave project was included in the study’s list of potential future car washes. Daley told the council the project has agency approvals and a grading permit and is ready to construct.
Owner Ron Kasab said the project will create local jobs (he estimated 50–60 employees in the gas station/car wash/C‑store), generate tax revenue for the city, and include street improvements such as relocating a traffic signal and road widening. Kim Cousins, president and CEO of the Lake Elsin Valley Chamber of Commerce, said she had worked with the applicant for years, characterized the proposal as an owner‑operator facility rather than a large logistics operation, and urged approval at the upcoming appeal hearing.
Staff clarified that on 11/04/2025 a timely appeal of Planning Application No. 2016‑112 was filed in accordance with Lake Elsinore Municipal Code section 17.410.09; the staff report was informational and no council action was taken tonight. The speakers invited the public and council to review materials and meet the applicant at the scheduled public hearing next month.
Next steps: The appeal will be considered as an agendized item at a future meeting; no decision was made at the Nov. 18 meeting.
