AB 1600 annual report: Assistant Director of Administrative Services Raffney presented the city’s AB 1600 annual report accounting for development impact fees collected and spent in fiscal year 2024–25. Staff identified carryover balances in several DIF accounts, including approximately $780,000 in traffic impact fees (for citywide traffic and highway safety improvements), about $1,100,000 in library facilities fees earmarked for a downtown library, and about $1,300,000 in fire facilities fees for a future fire station. The council voted to receive and file the report (motion passed 5‑0).
State building codes (urgency ordinance): Billing Manager Belvin explained that state health and safety code requires local governments to adopt the most recent model construction codes; the council voted to waive further reading and adopt an urgency ordinance incorporating the 2025 additions to the California Building Standards (Title 24) and related codes, including the Wildland‑Urban Interface code; motion carried 5‑0.
CFD bonds — Albert Hill Ranch: Tom Jacobs of Stifel Financial presented the financing package for Community Facilities District (CFD) 2020‑21 (Albert Hill Ranch). The agenda materials noted an authorizing not‑to‑exceed par amount of $11,000,000 with an expected par issuance of roughly $10,200,000 and an average borrowing cost of about 5.15% over 30 years. The council adopted the resolution authorizing issuance of the special tax bonds (motion carried 5‑0).
Consent calendar and other items: The council moved items 5–19 on the consent calendar with items 4, 10 and 17 pulled for further discussion; Councilman Carroll disclosed prior participation and abstained from several consent items. Several motions related to the consent calendar passed as recorded on the dais.
