The Riverside City Council voted unanimously on May 20 to adopt the city's five‑year Consolidated Plan (FY2025–2030) and the FY25–26 Annual Action Plan, which set allocations for federal HUD grant programs including CDBG, HOME, ESG and HOPWA.
Housing & Human Services staff reviewed the plan’s goals and funding recommendations. Key allocations presented included approximately $2.8 million in Community Development Block Grant (CDBG) funds, HOME program allocations to preserve affordable housing, and a substantial increase in HOPWA funding for persons with HIV/AIDS. Staff explained small changes to several line‑items to reflect final HUD numbers and asked council to authorize staff to finalize the HUD submissions.
Council heard multiple nonprofit speakers in support of awards, including CASA/Voices for Children, Habitat for Humanity (critical home repair), Riverside Meals on Wheels, SAFE Family Justice Center, Mercy House veterans services and others. Speakers detailed how recommended awards would fund food delivery, emergency shelter, critical repairs for low‑income homeowners, victim services and PSH operations. Several speakers thanked the city and urged approval of the recommended allocations.
Council adopted the consolidated and action plans and authorized staff to finalize HUD agreements and execute related documents. Staff may make internal transfers among the four program buckets for amounts under $50,000 or 10% of original awards; larger changes will return to council.
Outcome and next step: Staff will submit the consolidated and annual action plans to HUD, execute standard HUD agreements and begin contract work with nonprofit grantees.
