Commissioners table plan to route donations through Community Foundation for apartment-fire relief

County emergency management staff told commissioners a fire at Community Crossing displaced roughly 39 residents and damaged 13 units that will not be habitable for at least two months. Emergency Management Director Wade Walling described sheltering work with the Red Cross and local churches and urged a quicker way to deliver donated aid.
"A lot of times to have people donate goods ... it gets out of their closet," Walling said as he described setting up a Community Foundation'managed "emergency disaster relief fund" that would allow rapid grant disbursements for food, shelter, cleaning and hygiene supplies. Walling said he preferred monetary donations to donated goods so staff could purchase what is most needed.
Commissioners and other speakers raised accounting and oversight concerns. Several commissioners cautioned that county rules and foundation restrictions could complicate rapid spending and urged exploring trustee-level hardship funds, township trustees, and existing pantries as alternatives. Commissioner Munson and others suggested checking how Franklin County has structured its fund as an example.
Given outstanding questions about fund rules, board procedure and who would control disbursements, Commissioner Tracy moved to table the draft "field of interest pass-through fund" agreement with the Community Foundation for further investigation; Commissioner Dale seconded and the motion carried (voice vote: 3 ayes). Walling said he would follow up with additional information by email and work with the Community Foundation and other partners to identify options for rapid aid while preserving transparency and compliance with county rules.
Next steps: staff will gather more information about alternative hosts and processes and report back to the commissioners.
