Board authorizes submission for up to $17 million in state disaster/CDBG projects to fix flood-prone roads and creeks

The San Benito County Board of Supervisors unanimously authorized the CEO on Jan. 27 to submit a grant application to the California Department of Housing and Community Development (HCD) seeking up to $17 million in disaster and mitigation funding tied to the 2022–23 storms.
Staff said the county has been awarded $11.4 million to date and may seek additional funds. The proposed project list — presented in priority order to HCD — included Lovers Lane road reconstruction (direct tie to storm damage), a Short Road segment to complete an evacuation route, Salinas Road resurfacing and shoulder work, a $500,000 cleanup for the downstream portion of Pacheco Creek, San Juan Creek work near San Juan Bautista, a watershed study, a Cienega Road segment and King City–Bitterwater Road improvements. Some projects would involve work on privately owned parcels in coordination with property owners, which staff said may require owner agreements.
Steve Lieu, public works administrator, said the county would submit a resolution and project list for HCD review; HCD will determine eligibility and award amounts. Staff noted that project cost estimates may shift after engineering scoping and that the board would be asked to approve detailed scopes and any requests for additional funding after engineering review.
The board approved a motion authorizing the CEO to submit the application, execute standard grant documents and pursue amendments or additional actions required by HCD. The motion passed by roll call, 5–0.
Next steps: staff will submit the application to HCD in February, continue coordination with HCD staff, pursue necessary property-owner agreements for creek work on non-county parcels, and return with refined engineering estimates and recommended contracting approaches.
