Riverside staff outline General Plan outreach and 2025 Climate Action update

City planning staff presented an update June 10 on the Riverside General Plan and the 2025 Climate Action and Adaptation Plan, summarizing recent community engagement and early technical findings.
Staff reported 218 written comments collected through workshops and online engagement and said a neighborhood land‑use exercise and participatory budgeting activity helped shape priorities such as housing, transit access, neighborhood rehabilitation and climate resilience. The draft existing-conditions report is posted online and staff urged residents to review the land-use mapping tool and submit feedback.
Planning staff described preliminary findings: population and job growth are slower than peer cities, roughly 55% of city households rent their homes, and the energy sector accounts for about 40% of the city’s emissions. Staff said reductions in building and grid emissions are expected over time as the power mix incorporates more renewables and that the transportation sector remains an area of focus.
Staff outlined next steps, including additional public workshops this summer and a second round of land‑use concept reviews planned for the fall. Council members were invited to help identify communities or stakeholders missing from outreach.
The presentation closed with instructions on how residents can participate online via the project website and QR code shown in the slides.
