Council awards $1.53M CDBG street-improvement contract to Hardy & Harper

The Riverside City Council on July 15 unanimously awarded a construction contract for federal CDBG-funded street improvements (Bid 8151) to Hardy & Harper Inc. of Lake Forest for $1,530,000, staff said.
Public Works staff presented the project scope and funding context: the contract covers more than 1.5 miles of local-street improvements across two neighborhoods and includes repairs to damaged concrete curb, gutter, sidewalks and pedestrian ramps and new signing and striping. The project also includes pedestrian accessibility (ADA) improvements at 24 locations across multiple wards.
Ed Lara, presenting for Public Works, said the CDBG program provides federal HUD funding used for infrastructure in low- and moderate-income areas and that seven bids were received; Hardy & Harper's bid was roughly 11.1% under the engineer's estimate. Councilmember Falcone asked whether any trees would be removed in Ward 1 project sites; staff replied they did not believe trees would be removed.
Councilmember Falcone moved and councilmember Mill seconded the staff recommendation. The city clerk conducted a roll-call vote and the motion carried unanimously.
Next steps: staff will execute the contract and manage construction work per the project schedule; staff said they would coordinate community notice and monitor the project for timely completion.
