The City of Riverside authorized a construction contract for the Jesús Durán east-side library and approved the related funding actions.
Library Director Aaron Christmas summarized the project history, design phases and community input dating to 2019. Christmas said the project budget relies on Measure Z, general fund allocations and a McGregor Trust donation; staff recommended selecting Horizons Construction as the low bidder and authorizing the city manager to execute the construction agreement.
Christmas described local outreach and earlier parkland adjustments needed to accommodate the library footprint, and noted an anticipated construction schedule that would carry design implementation into 2026–2027. Staff requested supplemental appropriations to cover department transfers and a project budget adjustment (staff cited a specific departmental appropriation amount in their recommendation).
Council members voiced support for the project and the motion to award the contract passed unanimously. Staff will finalize contract documents and monitor schedule and budget during construction.
