Riverside approves HAP round 6 funding plan to expand rapid rehousing, interim housing and youth outreach

The City Council on Aug. 19 approved the city's proposed Homeless Housing Assistance and Prevention (HAP) round 6 funding plan and related appropriations required to accept the state grant. Housing and Human Services Director Michelle Davis told the council the California Department of Housing and Community Development (HCD) made approximately $760 million available for round 6 and allocated roughly $20.3 million to the Riverside region, with the city's direct allocation about $10.8 million.
Staff recommended allocating roughly $3.5 million for rapid rehousing (including an estimated $785,000 dedicated to youth), $500,000 for prevention (rent arrears), $1.5 million for permanent housing and innovation, approximately $3.7 million for operating subsidies for interim housing (including support for the Bridal Housing Program and beds operated by Path of Life), $350,000 for street outreach (including a youth outreach team) and approximately $724,380 for administration and compliance.
Davis said the allocation choices reflect stakeholder input gathered through county and city engagement sessions and the Continuum of Care, prioritizing rapid rehousing and services coordination. She also explained HCD disbursement conditions: grantees must meet prior HAP obligations and expenditure benchmarks to receive initial and subsequent disbursements.
Council voted unanimously to approve submission of the coordinated regional HAP round 6 application, authorize the city manager to execute an MOU amendment with Riverside County, and approve budget adjustments to record the pending state grant in the city's Development Grants Fund. Davis said unused administration funds can shift into programming if not needed.
