On disparities, Westling acknowledged top-line spending differences across ethnic groups but said much of the variance is explained by age and place of residence: adults living outside the family home receive higher per-person spending than those living at home. She said when analysts control for those factors, the gap narrows and cited a 12% difference for adults living at home. ARCA defended efforts on standardized vendorization and data collection and said the department'9s trailer-bill language and directives are driving further standardization.
Commissioners asked for more granular data and recommended ARCA provide clearer documentation of member dues and the association'9s decision-making processes. No formal policy change was made at the hearing; ARCA committed to provide additional information to commission staff.
