City approves Sage Crest community facilities district and calls landowner election

The Riverside City Council adopted a resolution on Oct. 28 establishing Community Facilities District (CFD) number 2025-2, Sage Crest (also referred to as Tract 38913), and set a landowner election for financing public improvements.
Molina Carranza, presenting staff recommendations, said the project is in Ward 5 and includes 150 attached townhomes, nine of which are designated affordable. The proposed CFD would levy two special taxes: Special Tax A to cover public safety and services, and Special Tax B for infrastructure costs such as roads, signals, sidewalks, parks and storm drainage. Staff estimated initial assessments to begin in fiscal year 2026–27 and provided example assessment amounts based on current fiscal numbers.
After public hearing with no speakers, the council adopted the resolution forming CFD 2025-2 and conducted the landowner election; the city clerk reported one ballot submitted, in favor of both propositions A and B. The council then certified the election results and introduced (waived first reading of) an ordinance to levy the special tax. The motions and certifying votes were recorded as unanimous.
The item moves the project forward to the statutorily required procedural steps (landowner election results certification and ordinance introduction). Staff said additional steps will follow as the district implements financing and coordinates assessments with property owners.
