City authorizes TIF agreements with Greater Huron Development and adjusts lots after gas-line discovery

The commission authorized two tax-increment financing (TIF) agreements with Greater Huron Development Corporation and approved a related land reconfiguration after staff discovered a gas line that rendered a previously planned lot unbuildable.
Staff said the first agreement (TIF #8) covers Lot 2D — the parcel containing a planned hotel — and sets out responsibilities between the city and Greater Huron Development. Ted Hader, representing the development group, said the agreement is substantially similar to prior agreements the city has entered into. Commissioners moved, seconded and authorized the mayor to sign the agreement by roll-call vote.
A second agreement focuses on Lot 2C and clarifies maintenance and repair obligations arising from construction. Staff reported attorneys for the city and the developer had reviewed both agreements and recommended approval; commissioners approved that agreement by roll call.
Separately, staff and Mr. Cranston explained that locators found a gas line running through one of the originally planned lots, making it unbuildable. The city and Greater Huron adjusted the parcel map, deeded two marketable lots back to Greater Huron, and closed on a sale with the Center for Independence. Northwestern Energy will relocate the line to an easement on the property edge so the lot can be marketed and sold.
Commissioners thanked staff and the developer for the work and approved the agreements by roll call.
