St. Albans council approves lease for former McKinley Middle School site, adopts code updates and clears payments

The St. Albans City Council on Jan. 5 voted to authorize the mayor to sign a lease with the Kanawha County Board of Education for the property formerly known as McKinley Middle School, adopted replacement pages for the city code and approved routine payments and an appointment to the Municipal Utilities Commission.
Unidentified staff explained the lease review revealed an insurance coverage question: the board’s draft called for $1,000,000 in personal-property coverage while the city’s policy covers $500,000. "We don't have 1000000," the staff member said, and added the city carries $1,000,000 for injury liability; council agreed to the board’s revised language stating the lessee "will have enough coverage to cover any personal property damage." The council then approved the resolution authorizing the mayor to sign the lease.
Council also held the second reading and approved an ordinance adopting the 2025 replacement pages to the code of the city of St. Albans. The adoption was moved and approved without further amendment.
On finance items, Councilman Rowe moved to approve payment of current invoices totaling $39,067.10. "I'd like to request a motion for approval of payment of current invoices in the amount of $39,067.10," Rowe said; the motion carried. The council separately approved payment to Western Branch Diesel for $7,877.89 for engine repairs (line item 566-216) and to WV LLC for $16,553.25 for repair and remodel of a St. Albans Fire Department bathroom (line item 5441-215-08). The council noted the WV LLC approval is contingent on scoping camera lines to check for deterioration before work proceeds.
The council approved the auction of three surplus vehicles via GovDeals — a 2017 Ford F-150, a 2011 Cadillac and a 2016 Ford Mustang — and confirmed the appointment of Mike Grumheld to the MUC board to fill the unexpired term of Ron Form, set to expire Jan. 7, 2027.
Staff announced several community items, including a New Year's kickoff dance for grade-school children at the Hanson Center and the opening of warming shelters over the weekend. The West Virginia Department of Human Services' Low Income Energy Assistance Program (LIHEAP) open application period was announced to begin Feb. 2 at the local site; staff said they would post details on the city website and Facebook page.
The council adjourned after a brief public-comment window in which no residents spoke.
