Residents press council on vendor transparency, senior meals, audits and Prop 218 risks

Multiple residents used public comment during the Dec. 2 City Council meeting to raise transparency and service concerns.

Errol Koshovitz told the council he had obtained a 574-page vendor payment list covering Jan. 1–Nov. 6, 2025, and alleged transfers between the city and Riverside County and unspecified misuse of funds, calling the pattern "money laundering" and asserting the city had committed fraud. Koshovitz asked the council to post the full vendor list and itemized dollar figures on the city website so the public can review payments. The numeric totals he cited in his remarks were internally inconsistent in the transcript; the council did not verify those figures during the meeting.

Aurora Chavez asked the council to expand senior meal delivery services Monday through Friday for all wards, to ensure homebound and disabled residents can receive food without bearing heavy delivery costs, and to make food-delivery partner information easy to find on the city website. She also suggested a downtown employee parking pass program to ease parking burdens on lower-paid downtown workers.

Jason Hunter raised two distinct concerns later in the meeting: he argued Item 26 (a proposed Section 115 pension trust on the consent calendar) likely violated Proposition 218 and warned the council of an outstanding $50 million liability; and he renewed long-standing calls for a new independent audit of SCAPA, citing past faulty audits and alleged misappropriation going back more than a decade.

Council did not resolve any of the audit or Prop 218 claims in the meeting; these were recorded as public comments for council consideration.
