Chair Cabot opened the discussion on attendance issues, noting the commission had missed several meetings earlier in the year and that the question of excusing absences “still are still come into play.” Commissioners raised competing priorities: some urged grace for emergencies and caregiving responsibilities, while others pointed to patterns of nonattendance and the impact on public presentations.
Commissioner Melendez, addressing one item, told the commission: “I was at my grandson’s wedding,” explaining her reason for missing a September meeting. Commissioner Ryan moved to excuse that absence, and the motion passed. On other items, motions to record absences as unexcused also passed in separate votes; where votes did not pass, commissioners later chose to table items to allow fuller discussion at subsequent meetings.
The commission repeatedly emphasized the operational consequences of missed meetings. Commissioners said presentations had been cancelled in past months when quorum fell short and urged better outreach, reminders and internal discussions about attendance expectations.
As a next step, commissioners agreed to agendize an annual "absences report" for calendar year 2025 showing counts of excused versus unexcused absences and to hold a future discussion about the commission’s excusal practices and outreach to fill vacant seats.
The meeting record shows multiple procedural motions across items 11–15 to excuse or unexcuse specific absences; the commission resolved some items by vote and tabled others for future meetings. The commission adjourned after finishing its agenda and said it would continue the attendance conversation at a later date.
