Commerce City okays $325,000 Home Beautification grant program to fund exterior repairs

The City of Commerce on Jan. 27 approved a city-funded Home Beautification Grant Program intended to help owners pay for exterior improvements that improve curb appeal and neighborhood appearance.
Community Development Director Jessica Serrano presented the program details: a two-year or until-funds-exhausted term, a proposed $325,000 initial appropriation with $75,000 for administration and $250,000 for direct grants, and a maximum grant of $10,000 per eligible household. The program would be open to single-family residences, duplexes and residential properties with up to four units that are owner-occupied; staff proposed an eligibility threshold at 180% area median income but said the council could set limits.
Avant Garde was recommended to administer the program because it already manages the city’s CDBG program. Council discussed the program’s curb-focused scope (exterior-only) and the exclusion of interior or health-and-safety repairs under the current terms. One councilmember asked whether attic or asbestos-related interior repairs would qualify; staff answered those needs would not qualify under the current, curb-focused design.
Council approved the program and initial budget; staff will develop policies, adopt application procedures and return with implementation details.
