Council approves residential T-mark pilot in Bristow Park with outreach and enforcement plan

The City Council on Jan. 13 approved a one-year pilot program to install T-mark parking (parking stall markings) in the Bristow Park neighborhood to reduce informal space reservation and improve on‑street parking turnover.

Public Works Director Shahid Abbas described the proposed pilot area (Triggs from McDonald to Mariana, Sydney Drive from Noakes to Triggs, and Duncan Avenue from Noakes through the cul-de-sac). Staff said in-house crews will install the markings using previously purchased equipment (about $5,000) and that initial installation costs were lower than prior outside contract estimates. The pilot includes resident outreach (mailed notices and a community meeting) and a phased enforcement plan: a warning period after markings are installed followed by ticketing for repeat violations.

Councilmembers emphasized coordination with Public Safety/Code Enforcement, the importance of clear community education (graphics and advance notices), and the need to monitor maintenance and repainting as part of program evaluation. Council approved the pilot with a motion and asked staff to provide a 90-day checkpoint after implementation and to consider expanding to other neighborhoods based on lessons learned.

Staff will notify impacted residents and businesses of the pilot timeline, begin outreach and schedule the markings subject to the outreach period and final implementation plan.
