Council hears first read to adopt International Property Maintenance Code and new habitability standards

City staff presented a first reading of amendments to Chapter 8 of the Mableton code to adopt the International Property Maintenance Code (IPMC) in order to consolidate and strengthen standards governing existing residential and commercial property conditions.
Director Jerry Silver said IPMC will allow staff to apply a single set of minimum standards (instead of multiple separate codes) for issues such as sanitation, pest control, window and door operability, and emergency repairs. Two jurisdictional additions were highlighted: a specified maximum for grass/weeds and a minimum required heating temperature (68 degrees) for rental units.
Silver described IPMC definitions of habitability and enforcement practice: officers will respond to invited complaints for occupied units and may inspect vacant structures without a complaint. Council members asked about triggers for inspection, remediation verification and tenants' rights; staff said follow-up inspections occur after remediation and that vacant structures can be inspected proactively.
