CRA reports progress on multiple Delray Beach infill lots, issues RFPs and awaits ADU text amendment

Staff updated the CRA on multiple CRA-owned lots now under purchase-and-sale agreements or RFPs, including CLT and Habitat for Humanity projects, RFPs issued (in cone of silence) for single-family and townhouse sites, and a pending ADU text amendment that could affect development options.
Christine Tibbs, assistant director for the Delray Beach CRA, gave a detailed update on CRA-owned lots and next steps for several infill projects and RFPs.
Tibbs said four infill lots on Northwest 8th Avenue (256, 260, 259 and 250 NW 8th Ave) are under purchase-and-sale agreement with a community land trust (CLT) and are moving through permitting for single-family homes. She added 260 Northwest 9th Avenue is under contract with Habitat for Humanity of Greater Palm Beach County for a single-family residence and 238 Southwest 14th Avenue is under agreement with a Boynton Beach faith-based CDC to build one workforce home. "All those six homes are moving through the building permit process," Tibbs said.
Tibbs described other actions: the CRA is working to close a sliver on a NW 10th Avenue parcel to enable a replat that would create seven lots; the agency recently issued an RFP under cone of silence for development of three single-family homes on a parcel that was split via a 2025 minor plat approval; and an RFP was issued for a single-family lot on Northwest 8th Avenue close to Spady Museum.
Regarding 1300 Lake Geiger Road, Tibbs said the site was purchased last year and the CRA is awaiting the city's accessory dwelling unit (ADU) text amendment (which received a planning-board recommendation on Jan. 28) before moving forward with development options. Tibbs warned that community feedback from earlier Lake Ida-area meetings indicated residents do not favor larger structures such as fourplexes, so smaller-scale options (ADUs, cottage-style housing) may be more viable.
The board approved staff's recommendation to add eight lots in the Northwest 600 block of West Atlantic Avenue to the city's inventory for potential townhouse/workforce development; staff will update the GIS map and manage RFP timing. Tibbs also announced multiple ribbon-cutting events tied to CRA projects and tenants (Atlantic Current and Stella Mix) on Jan. 29 and Jan. 30.
Tibbs and board members said next steps include continuing permitting and RFP evaluations, completing the replat after title issues are resolved on select lots, and following the city's adoption of the ADU text amendment before making final development plans.
