The Planning & Zoning Board voted to approve a Level 3 site plan for a 26‑unit, four‑story residential development at 109 Southeast 5th Avenue.
Neil Schiller, attorney for the applicant, said the project conforms to the Central Business District standards and delivers 1,900 square feet of civic open space — 21% more than code requires — along with expanded sidewalks and 59 parking spaces. He said the design follows the masonry‑modern architectural style approved earlier by the city commission.
Staff senior planner Julian Gudanek told the board the project meets required findings for site plan approval, but staff recommended the board consider additional measures to make the civic space more “active,” and flagged that the amount of glass in some elevations departs from the typical masonry‑modern balance favoring solidity.
Board members debated activation strategies, parking, native plant choices and the appearance of the southern elevation. Architect Peggy Fitzgerald explained parking is interior and screened by lobby and gym spaces so the street will not expose parked cars. The applicant said the plan retains 23 existing trees on site and proposes 98 total in the landscape plan.
The board found the application consistent with the comprehensive plan and the LDRs and approved the Level 3 site plan by roll call.
