Papillion La Vista board approves two‑year teacher contract, policy revisions and boundary agreement; acknowledges audit

Papillion La Vista Community Schools Board of Education voted unanimously Jan. 26 to approve a two‑year teacher master contract, adopt revisions to its 8000 policy series, continue an interlocal boundary agreement with Springfield Platteview Community Schools and acknowledge the district audit for fiscal year 2024–25.

The teacher contract approved by the board adds $800 to the base pay across two years. District staff described the breakdown as roughly a 3.5% increase in year one (raising the stated base to $41,325) and an additional $225 base increase in year two (to $41,550), producing an estimated 3.49% increase for the second year as presented. The board recognized members of the P.L.E.A. negotiating team in the room: Gail Sherrill, Lindsay Wilson and Austin Bolton. The motion to approve the master contract was made by Mr. Madler and seconded by Miss Witt; a roll‑call vote recorded unanimous "Yes" votes.

Separately, the board reviewed an extensive update to the 8000 policy series (organization and operations). Members raised one specific edit to policy 8004 concerning the phrase describing board membership; the board amended the language to explicitly cover board members "elected or appointed" and then approved the full 8000 series as amended. The amendment and final approval were adopted by roll‑call vote.

The board also approved a continuation of an interlocal boundary agreement with Springfield Platteview Community Schools. The agreement, which has been in place for the past decade, governs transfer of undeveloped land between roughly 60th and 128th Streets and north of Capehart Road. District staff explained the payment charged to Springfield Platteview is calculated based on projected lost taxes for the parcel and noted developers, not the district, pay the transfer fee. The motion to approve the agreement passed by unanimous roll call.

On finances, district staff presented highlights from the 2024–25 audit. The report listed expenditures of $150,669,013 and revenue of $147,557,909, a $3,100,000 difference before accounting for federal reimbursements. The district reported submitting federal reimbursement requests totaling about $4,700,000 for 2024–25; as those funds arrive the district expects the fiscal year to look closer to a $1,000,000 positive position. Auditors identified one finding related to monthly reconciliations during transition to a new finance system; district staff said reconciliations were corrected with auditor assistance. The board moved to acknowledge receipt of the audit report and that motion carried unanimously.

The board had no public comment on items not on the agenda and adjourned at 7:18 p.m. The next regular meeting is scheduled for Feb. 9, 2026, at 6 p.m. at the district central office.
