During the public hearing, Moody described his plan as a first step toward building a commercial enterprise rather than additional housing. "I would just like to do something besides build houses in the county," he said, adding he has lived in the community most of his life and would operate the business himself. Staff recommended approval of both the rezoning application (2025Dash23DashZ) and the related special‑use permit (2025Dash10DashSUP) and told council the annexation of the property into the city must be completed before any rezoning or SUP action.
