Council approves Kramer Brothers as construction manager for police relocation

The Marshfield Common Council on Jan. 27 voted to authorize Kramer Brothers LLC as construction manager at-risk for the Wildwood Plaza renovation and police department relocation.
Acting Public Works Director Josh Moritz told the council that the city solicited proposals and interviewed two finalists, and recommended Kramer Brothers based on municipal and public-safety project experience and an ability to work within the project's budget. “The main primary reason we're bringing them on board now is to start really fine tuning and dialing back our costs,” Moritz said. He reiterated the city's target cap for construction at $10,000,000 and said the construction manager's fee would be a percentage of the construction cost (he cited an example of $175,000 at a $10 million construction cost), with general-conditions items quoted separately.
Council members asked for clarification about general-conditions costs and reimbursables and how the construction-manager arrangement differs from hiring a general contractor. Moritz said hiring a construction manager early lets the city understand cost trajectory during design, refine cost estimates, and potentially prevent the city from receiving an unaffordable lump-sum bid at bid time.
The motion (moved by Alderman Giles, seconded by Alderman Tompkins) passed without further amendment.
