Public safety committee approves contracts, settlements and funding; holds South Downtown entertainment alcohol exemption

Items approved included a communications consulting agreement renewal with Lexicon Strategies LLC not to exceed $120,000; a one‑year renewal option for emergency police and emergency medical dispatch protocol systems in an amount not to exceed $109,800; a grant‑funding amendment for an Atlanta Fire Rescue car‑seat fitting station program totaling $210,211.15; a month‑to‑month extension for 9‑1‑1 network services with Mission Critical Partners LLC not to exceed $129,297.48; and a second renewal for an electronic warrant interchange maintenance agreement with Palatine Technology Group Inc. not to exceed $30,980.
The committee also approved several settlement resolutions authorizing payments in pending Fulton County civil suits: $13,189.85 in Progressive Premier Insurance Co. v. Danielle Green; $75,000 in Edwards v. Kenneth Thomas et al.; $89,000 in Trent London Young v. City of Atlanta; and $10,138.89 in Farmers Insurance Exchange v. City of Atlanta. Members approved a separate renewal supporting municipal court technology in an amount not to exceed $300,750.
Councilmember Jason Dozier asked the committee to hold an ordinance that would create a South Downtown Entertainment District with limited city‑controlled‑area exemptions to the prohibition on consuming alcohol in city‑operated areas. Dozier said the paper requires additional law‑department review and colleague input; the motion to hold passed 4‑0.
Committee members moved and approved consent‑agenda items (favorable and unfavorable claims) and passed a resolution requesting a 180‑day moratorium on new alcohol‑license applications in the Edgewood Corridor. Most roll calls recorded unanimous 4‑0 tallies.
What’s next: Items held in committee may return for reconsideration after staff and the law department advance drafts. The committee chair asked that members submit recommendations on the committee’s 2026 goals and objectives ahead of the Feb. 9 meeting.
