Douglas County commissioners approve consent agenda, add captioning service and enter executive session

The Douglas County Board of Commissioners met Jan. 27 and approved routine business, heard committee updates and recognized two long-serving county employees before entering executive session for contract negotiation and legal advice.

The board approved minutes of its Jan. 13 meeting and claims through Jan. 27 by unanimous vote. During consideration of the consent agenda, Commissioner Kavanaugh highlighted item e, an agreement with the National Captioning Institute to provide closed captioning for meetings broadcast from the county legislative chambers. Sybil Spencer-Hilton, a vendor representative on Zoom, confirmed the service would apply to any meeting broadcast from the chambers and that the county and city broadcasts would be covered.

The board approved the consent agenda with the exception of items F1 and F2, which were taken separately; the separate vote on F1 and F2 passed with Commissioner Rogers recorded as abstaining. The board approved resolutions recognizing two county employees for their service: Julie (Nutz/Knotts) in Corrections for 16 years and Annette Johnson of the Sheriff’s Department for 29 years.

Committee reports were presented, and the board voted to go into executive session for contract negotiation and legal advice; the motion to enter executive session and subsequent motion to reconvene were both recorded as passing 7–0. The meeting adjourned at 10:35 a.m.

Votes at a glance: the meeting recorded unanimous votes on minutes, claims and multiple resolutions; the only recorded abstention was Commissioner Rogers on consent items F1 and F2.

Next steps: the county clerk and relevant departments will implement the closed-captioning agreement and follow up on any items referred from committees; executive-session matters were handled in closed session and no public action was reported in open session.
