Board Creates Kinsdale Stormwater District, Sets Fee at $21.90 per Lot

The Clermont County Board of Commissioners voted on Jan. 28 to create the Kinsdale Stormwater District and to approve a corresponding fee schedule.

County Engineer Jeremy Evans described the proposed district, a 92-lot subdivision on Judd Road in Batavia Township. He said the subdivision includes roughly 5,000 feet of storm infrastructure outside the public right of way and three detention basins; there is also a 7-by-7 concrete box structure spanning a ravine that will be included in maintenance responsibility if the district is approved. Using the service area and maintenance assumptions, Evans said the cost-calculation results in a fee of $21.90 per lot per month, to be collected on water/sewer bills.

Evans explained that participation thresholds are flexible when a developer still owns the property but that the county typically seeks a majority of participation if a district is formed by existing homeowners. He said the infrastructure is largely high-density polyethylene and brand new, so immediate repairs are not expected; the fee is intended to cover inspection, routine cleaning, televising as needed, and eventual repair and replacement reserves.

The board adopted resolution 15-26 to establish the district and resolution 16-26 to set the fees, both by roll call.
