Council approves Joseph Phil Road safety overhaul after rejecting tabling motion

The St. Charles County Council approved a Phase 1 safety improvement project for Joseph Phil Road during the Jan. 26 meeting after rejecting a motion to table the item.
Highway engineer John Lyons explained that the project focuses on straightening an extremely sharp curve, widening and improving shoulders and sight lines at a location that Lyons said had about eight accidents in the last two years. Lyons framed the work as a targeted safety remediation intended to reduce severe crashes.
Council considered a motion to table the project; that motion failed on a 4–3 vote. The council then voted to approve the Joseph Phil Road Phase 1 project by a 5–2 vote. During discussion, a council member (Mister Baker) said the county received one bid at roughly $5.2 million; another council member referenced additional estimates approaching $6 million.
The approved scope includes curve realignment and shoulder improvements; staff indicated the decision will move the project forward to contracting and construction planning. Council did not record additional amendments at the meeting.
