City planning staff told the Fayetteville Historic District Commission on Nov. 13 that their Q3 demolition memo identified 16 demolition permits that affected historic‑age properties (the department defines historic‑age as structures older than 50 years). Staff said assessor records indicate three of those buildings, all from the 1930s, retain enough integrity to be considered historically significant.
Staff said demolition permits do not require applicants to provide detailed reasons on the permit form, so some observed causes (for example, structural condition or water infiltration) are anecdotal rather than documented on the permit application. Kylie (planning staff) said she collects and uploads photographs to the permit record and stores them on the city server to create a documentary record.
Kylie said that without a local demolition review ordinance her role is tracking and documenting demolitions across the city rather than acting as a permit reviewer. She said that if and when a local historic district is adopted, staff would implement a formal review process in that district — at that point permits would require a staff approval ('Kylie checkmark') before issuance and would involve coordination with Development Services and Building Safety, which could slow permitting timelines.
Commissioners asked about quarter‑to‑quarter trends; Kylie said she has not completed a year‑over‑year analysis but will include that in future reporting and can provide a more detailed trend analysis once Q4 closes.
No formal changes to permit rules were adopted at the meeting; staff framed the memo as informational and as potential justification to support local historic district creation and demolition review changes.
