Southeast Fayetteville petition validated; staff reports draft citywide survey ahead of schedule

Staff updated the commission on the citywide historic-survey project and announced that the Southeast Fayetteville historic-district petition has been validated by the city clerk/treasurer.
Planning staff said the city receives Certified Local Government grant approvals from the state preservation office around March 1, and projects funded under that program typically run about 16 months. "We have about 16 months to complete the project," Maryann Sher said, outlining the sequence: contract execution (summer/fall deadlines vary by year), draft submission to the state by mid-April for sign-off, and project completion by August. Sher said consultant Post Oak has already submitted a draft well ahead of the usual schedule and that the state preservation office has given preliminary approval of the firm's work.
Several commissioners reported trouble accessing the draft document because of login or delivery issues; Sher said staff would follow up individually and try alternate delivery methods so all commissioners could review the materials before an upcoming meeting.
Sher also announced that the historic-district petition for Southeast Fayetteville has been validated and that staff will prepare a report that clarifies proposed boundaries and any additional documentation needed. "This is a larger historic district proposal than Oak Grove, so this could take a little bit more time because it's both larger and a little more complex," Sher said. She asked commissioners to attend the City Council hearing on Jan. 20 at 5:30 p.m. in City Council Chambers when the petition will be considered.
Staff said they plan to nominate consultant and staff work for recognition at the national preservation conference; commissioners may be asked for short support letters by the end of the month to accompany a nomination package.
Administrative action: the commission approved minutes from the Dec. 11, 2025 meeting (motion by Commissioner Sherry Coley; second by Commissioner Meredith Mayhan).
Next steps: staff will continue to coordinate contract deadlines and will circulate the Post Oak draft again to ensure full commission review ahead of the state submittal.
