Council reviews $232K architect and $39,999 CMAR pre‑bond work for proposed aquatic center

FAYETTEVILLE — City staff presented two connected pre‑bond items for a proposed city aquatic facility: an architectural/technical contract with "Craft and Tome of Associates" for $232,524 and a preconstruction contract with CDI Contractors for $39,999 to establish conceptual construction costs.

Wade, a staff presenter, said the work is intended to be part of the pre‑bond phase to give voters a detailed picture of proposed facility components and operating costs. “The information gathered is gonna better inform the voters,” Wade said, describing deliverables that include refined feasibility findings and identification of revenue‑generating elements that could affect cost‑share negotiations with the Fayetteville School District.

Several council members questioned spending the funds before voters approve a bond, describing the risk of committing professional fees for a project that might not pass. One council member called it “putting the cart before the horse” and asked that the items be removed from consent and discussed at the regular meeting so the public could ask questions.

Staff and other council members responded that studies and conceptual design work are standard practice before bond measures, that the expense could be refunded by bond proceeds if voters approve, and that the projects are funded from park development funds rather than the general fund.

Next steps: The items are slated to appear on next week’s new business agenda so the council and public can discuss them before any final vote.
