Staff briefed council on a series of land‑use items that will appear on the Nov. 4 agenda, including a revised Planned Zoning District (PZD) request on North Raven Lane (the “Next Chapter” neighborhood) that reduces the request from ~49.2 acres to ~33 acres and removes an Underwood PZD portion. Staff noted zoning‑reversion language previously included is not allowable under Arkansas law and that an amended legal description and ordinance are being prepared.
Jonathan summarized several rezoning requests across the city (including petitions to move properties between RSF, RMF, RIU and RA districts and a 0.23‑acre RIU request on Southwest Avenue); staff recommended denial of one rezoning near Mount Comfort because most of the site lies in floodplain and includes a protected stream, while the planning commission had forwarded several requests with mixed recommendations (some unanimous). Council asked for additional materials, including attendance records for planning commission members, and asked staff to check whether Conservation, Cultural and Recreation (CCR) zoning had been discussed with applicants as a lower‑impact alternative in at least one instance.
Staff also described a proposed reduced right‑of‑way dedication for a small redevelopment at MLK and College Avenue and said staff recommended denial while the planning commission recommended approval (8–1). Council agreed to leave that item on the regular agenda for discussion rather than place it on consent.
No final land‑use decisions were made at the agenda session; staff will return revised legal descriptions, maps and the staff recommendation for council action on Nov. 4.
