• Highway 112 engineering contract amendment: A proposed Amendment 3 to the professional‑services contract with Hawkins for construction management and field observation is capped at $976,480 and includes a budget adjustment; staff clarified which transactions are budget adjustments versus budget amendments and said the adjustment is routine when funds move among city projects.
• Solid‑waste hauling agreement: A resolution to approve an agreement with Trash Haulers LLC would cover hauling and disposal services for two years with automatic renewals for additional two‑year terms.
• Cart‑based recycling deployment: Staff requested authorization to purchase about 27,800 recycling carts from Shaffer Plastics for $1,333,274.45 plus a $133,327.45 contingency; staff expect delivery in early May and deployment through May with collections beginning in early June. Staff said plans for glass recycling remain under development.
• ARPA reallocation and childcare assistance: Council will be asked to approve returning $3,750 in unused ARPA funds to the childcare assistance program; staff noted nonprofit grantees have until Dec. 31, 2026 to expend awards and that returned ARPA funds must go to existing programs per U.S. Treasury guidance.
• Mental‑wellness contract for Fayetteville Fire Department: Staff introduced a one‑year contract with Nikki Penn Counseling and Consulting PLLC for $75,000 per year with options for up to four renewals, offering each employee an opt‑in session and additional support for critical incidents.
Staff asked council members to raise any items they wished to pull from consent at agenda session; specific votes on these items will occur at the regular meeting.
