Kit Carson Electric Cooperative told the Water & Natural Resources committee they have won a competitive U.S. Department of Energy award and will build three community microgrids in northern New Mexico to reduce wildfire risk and provide resilience for remote residents and critical services.
Luis Reyes, Kit Carson Electric’s CEO, described the three prioritised sites — Taoske(a) (a dead‑end valley), Penasco (served by a single transmission feed over a ridge) and El Rito (on a college campus) — where the co‑op plans to deploy solar-charged battery systems, six‑hour lithium iron phosphate batteries (chosen for fire‑resistance), and AI‑enabled cameras and weather stations to warn of emerging fire conditions and to automate local operations. "The batteries that we are, purchasing are 6 hour batteries," he said, adding that ordered batteries have long lead times and that community engagement and responder training are under way.
Tri‑State Generation & Transmission and PNM described the wholesale- and IOU‑level challenges. Lee Bowie of Tri‑State urged integrating distributed resources into wholesale dispatch and noted grant programs to help optimize microgrids financially. PNM’s Wes Gray said microgrids can be important for communities fed by a single radial line but that the scale and cost of storage to serve 24/7 load remains large; utilities are pursuing third‑party contracting and storage agreements while also scaling vegetation management and patrols to reduce PSPS frequency.
Costs and funding: speakers pointed to a mix of federal grants, tax incentives and state programs, as well as energy-service company (ESCO) contracting to reduce upfront costs. Kit Carson said its three‑microgrid program costs approximately $29 million, with DOE grant support covering 70 percent in their proposal and tax incentives offsetting other costs.
Safety, oversight and next steps: panelists emphasized annual responder training and multi‑agency tabletop exercises before microgrids are energized. Officials recommended statutory/regulatory clarity on behind‑the‑meter operations and sandboxes to test tariff and ownership options; legislators pressed for assurances about battery‑fire risks, patrol and notification procedures, and cost burdens for ratepayers.
